If you own, manage, or rent commercial premises in Malaysia, chances are you've heard the term "Bomba Fire Certificate" thrown around --- usually right before a compliance deadline or an insurance renewal. Yet many business owners still aren't sure exactly what it covers, who needs one, or how to keep it valid year after year. Here's what you actually need to know.
What Is a Fire Certificate?
Under the Fire Services Act 1988, certain categories of premises in Malaysia must obtain a Fire Certificate (FC) from JBPM (Jabatan Bomba dan Penyelamat Malaysia) before they can legally operate. The certificate confirms that your building's fire safety systems --- alarms, extinguishers, sprinklers, escape routes, and more --- meet the required standard to protect the people inside it.
Premises that typically require an FC include factories, warehouses, shopping complexes, hotels, restaurants, offices in commercial buildings, and any premises classified as having a fire risk under the Act. If you're unsure whether your business falls under this requirement, it's worth checking with a registered fire safety contractor rather than assuming it doesn't apply to you --- the penalties for operating without a valid certificate can include fines and, in serious cases, forced closure.
The Minimum Requirements
At a baseline, most commercial premises need:
Portable fire extinguishers with valid eFEIS stickers, positioned according to floor area and risk level. A working fire alarm and detection system appropriate to the size of the building. Emergency lighting and clearly marked exit signs. Unobstructed escape routes that meet width and signage requirements.
Larger or higher-risk premises --- factories handling flammable materials, multi-storey buildings, or large retail spaces --- may also need fire sprinkler systems, hose reels, and external fire hydrants, depending on what BOMBA's inspection determines.
What eFEIS Is (and Isn't)
eFEIS is BOMBA's online system for portable fire extinguishers. Every extinguisher must be serviced by a Bomba-registered competent person (orang kompeten) who is enrolled in eFEIS. After servicing, each unit gets an eFEIS QR sticker and the record is held in Bomba's system, so an inspector can check it on the spot.
eFEIS is not the portal for applying for or renewing your Fire Certificate. That is a separate application to BOMBA, usually followed by a physical inspection. But eFEIS still matters: missing or expired eFEIS stickers are one of the most common reasons an inspection is held up.
Renewal: Don't Leave It Late
A Fire Certificate is valid for 12 months and must be renewed annually, with JBPM conducting a fresh inspection as part of the renewal. Apply for renewal at least 30 days before your existing FC expires, and earlier if you can --- leaving it until the last minute risks a compliance gap if inspection scheduling or corrective work takes longer than expected.
Documentation You Should Have on Hand
Whether you're applying fresh or renewing, keep these accessible at all times, ideally digitally as well as in a physical file at the premises:
Your current Fire Certificate. A fire safety management plan for the building. Records of your last two fire drills. Fire system maintenance records. eFEIS certificates for every extinguisher on-site. Emergency lighting test records. Your fire alarm log book. Floor plans showing escape routes and the location of all fire safety equipment.
